Consideration of Resolution Adopting the Final 2009 Tax Levy. <br />Report No. 08-336. Resolution No. 08-113. <br />City Finance Director Dan Maiers presented the item, explaining the tax levy needs to be adopted <br />before the budget is adopted in accordance with state statute. The final 2009.tax levy was reported as a <br />2.04% increase from 2008. <br />Motion by Councilmember Phillips, seconded by Councilmember Doffing to approve the <br />resolution adopting the final 2009 Property Tax Levy, noting a 2.04% increase from 2008. <br />4 Ayes, l Nays - Motion Carried <br />Ayes: Mayor Larson, Councilmembers Doffing, Burg and Phillips <br />Nays: Councilmember Bauman <br />2. Resolution No. 08-112.. <br />*Moved from consent agenda. <br />City Finance Director Dan Maiers reported the General Operating Fund Budget for 2009 is <br />$13,206,300 (an increase of 1.1 % from the amended 2008 budget and 2.88% from the original 2008 <br />budget). The City's enterprise funds and internal service hands budgets are $7,718,700. <br />Councilmember Bauman reported she is opposed to the 3% cost of living increase for non union <br />employees in light of the current economic situation, and reported the city is negligent in not finding <br />ways to trim the City budget: In reviewing the compensation summary provided to her, <br />Councilmember Bauman noticed some are receiving more than a 3% COLA increase in 2009, <br />Mr. Lotter clarified that there is a STEP increase program in place for some employees; others have <br />reached the top pay in their STEP schedule, only receiving the COLA increase. Councilmember <br />Bauman reported she does not feel the jobs of Public Safety Employees and City hall employee are <br />comparable, and uniform increases are not advisable, and would not consider approving a 3% COLA <br />for non union employees at this time. Councilmember Bauman reported that the City has not decreased <br />M their overall spending. Councilmember Doffing commented that the City has made substantial <br />improvements in the overall levy in the last five years, along with excellent leadership, resulting in <br />surpluses in 2006 and 2007 totaling 1,000,000. Councilmember Doffing reported the budget has been <br />reduced significantly and the compensation is the only area that hasn't been reduced. Councilmember <br />Council Business <br />1.
