^p <br />NEW <br />BRUM <br />Mr V14 that rks hH, YOU <br />Memo <br />To: Grant Wyffels <br />From: Dave Olson <br />Subject: Street sign upgrade <br />Date: January 9, 2009 <br />Due to a mandate by the Federal Highway Administration, street signs on roads with speed limits in excess of 25 <br />mph must have minimum letter size of 6" and all street name signs are required to be reflective. The compliance <br />date is January 2012. Currently, New Brighton's street signs have 4" letters and are low reflectivity. A recent sign <br />survey shows we have 738 street signs. Approximately 100 posts would need replacement because of age and <br />deterioration. <br />New Brighton has planned for this sign upgrade and has put aside money in the non -fleet replacement fund. <br />Projected costs for this project were estimated at $97,900 if a subcontractor were to be used. Staff has analyzed <br />performing this work in-house instead of subcontracting the project as previously projected. Total cost of this <br />project is estimated at $49,948.53. By completing the work ourselves, we will save nearly $50,000. <br />blit Works is scheduling this work to be done over a three-year period, with completion in the fall of 2011. The <br />T <br />t phase will be a smaller area, the streets from County Rd D north to County Road E. The first year will be a <br />arning curve for using the new equipment, and finding out how many signs can be built and replaced in a certain <br />time frame. <br />To save money on this project, Public Works is proposing to build all the signs in-house, and install new signs and <br />posts (posts where needed) using some seasonal help along with full-time personnel. <br />Pricing has been obtained for a 54" cutting system, which includes the 54" cutter, software, and training.
