11 <br />Worksession Materials <br />CITY OF NEW BRrGT1TON <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />MEMORANDUM <br />DATE: February 6, 2009 <br />TO: Dean Lotter, City Manager <br />FROM: Grant Fernelius, Community Development Director OF <br />Janice Gundlach, City Planner,.jbi <br />SUBJECT: Proposed Policies Regarding Requests for Municipal Development <br />Assistance and Cash Deposits for Certain Land Use Applications <br />Introduction <br />This memo is in preparation for the work session on February 10th concerning two <br />topics that were briefly discussed last year. If the Council finds these proposed policies <br />acceptable, staff will schedule the appropriate hearings later this month. The Planning <br />Commission is prepared to address the Zoning Code changes at its next meeting on <br />February 17th, unless otherwise directed. <br />Histo <br />Last year staff was contacted by representatives from Interplant Sales about building a <br />new manufacturing facility at 3595 New Brighton Road. The company had initially <br />inquired about the possibility of municipal development assistance for some of the <br />extraordinary site costs. In order to answer the question, staff requested help with a <br />brief tax increment/redevelopment eligibility analysis. That information was shared with <br />the Council at a work session on June 24, 2008. The Council chose not to pursue <br />Interplant's request any further and eventually the company abandoned its plans for the <br />site. <br />During the June 24th discussion, a question was asked about the City's practice with <br />regard to collecting fees for these types of requests. Comments were made about the <br />policies of other communities that collect application fees for these kinds of requests, <br />not to mention more routine development/land use applications. Due to the limited <br />amount of time, staff did not have the opportunity to fully address the matter. However, <br />in the last few months we have been reviewing these practices and crafting policy <br />changes for Council consideration. <br />
