Council expressed an interest in hiring
of such a firm. Should Council agree that entering into such an arrangement is in the best interest
of the City, Council should direct staff as to which agenda the actual contract should be
scheduled for approval.
Legislative History:
Financial Impact: The cost of the contract is $48,000 for twelve months and will be paid in
monthly installments of $4,000 from Fund 460.
Explanation: As you are all aware, the Federal Government is framing up an economic stimulus
package that will provide funding for a variety of projects around the country. Enclosed with the
sample contract is also some background information of the services offered in the proposal and
the staff that works at Lockridge Grindal. In discussing potential projects with Bob Long and
Denny McGrann, staff suggests a categorization of NWQ projects. We will continue to refine
this list for Tuesday night, but generally speaking staff believes that targeting federal stimulus
dollars towards further cleaning or complete removal of the east side dump is a shovel ready
project and could move forward shortly after receiving stimulus dollars. Other projects that could
be targeted for specific appropriation through other legislation would be the cleaning of the west
side where the Northwest Refinery formerly operated. Additionally, a third priority would be
seeking stimulus or appropriation dollars to complete the parks, trails and open space in the
NWQ project site.
Bob Long from Lockridge Grindal will be present at the worksession for questions as will Dan
Fetter from Barr Engineering,
Dean R.
