<br />I <br /> <br />COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br />The work session of the City Council of the City of New Brighton <br />was duly called and held on January 6, 1983, convening at 7:10 P.M. <br /> <br />Present: Mayor Harcus <br />Councilmember Bob Benke <br />Councilmember Roger Blomquist <br />Councilmember Jeanette Janecek <br />Councilmember Steve Schmidt <br /> <br />Also Present: City Manager James Fornell <br /> <br />The City Council discussed modifications to the Industrial <br />Development Revenue Bond policy resolution. The issues raised <br />were time limitations, investor security, and the proper role of <br />the City and the investment banking community in determining <br />credit worthiness, the issuance of bonds vs mortgages, appropriate <br />fees, whether equipment should be included in issuance and, if <br />so, the limitations on the amount of such use; and the use of <br />incentives to encourage mortgages. The council requested that <br />staff prepare a comparison chart of other cities fee structures. <br /> <br />'I <br /> <br />The Council discussed the Ramsey County Court Consolidation study <br />and review by the Ramsey County League of Local Governments Study <br />Committee. The council expressed concern about the three and <br />possible one court options and directed the Manager to propose <br />a resolution regarding the Council's position on the next agenda. <br /> <br />The City Council reviewed the proposed 1983 Goals and made several <br />modifications. These are to be finalized and brought to the <br />Council for final consideration. <br /> <br />The City Manager's performance appraisal was deferred to a later <br />date.
