Consolidated Fund Vouchers #70321-#70359 and #062587-#062715. <br />2. Liquor Fund Vouchers #19269-#19330. <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Mayor's State Of The Cit'f Statement <br />Mayor Harcus read the fo lowing prepared 1983 State of the City <br />Statement: <br /> <br />1982 was quite a year for New Brighton, <br />transition. The changes began with the <br />with the Police Chief, Liquor Director, <br />addition of a new City Accountant. <br /> <br />It was a year of change and <br />City Attorney, and continued <br />and Finance Director and the <br /> <br />With the new managers have come changes in the way things are done. <br />The Council realizes that change is not always easy to accept. How- <br />ever, we believe that change will be necessary in the future for <br />government to be able to continue to provide quality services with <br />dwindling resources. I believe that time will show that many of the <br />changes will prove to be beneficial to the City, In the meantime, <br />Council, management and employees must work together to manage change <br />effectively. <br /> <br />Despite the number of changes, the City continued to deliver high <br />quality services in a cost effective manner. This, I believe is the <br />result of our dedicated employees, <br /> <br />I <br />
