<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />The work session of the New Brighton City Council was convened <br />January 4, 1983 at 7:00 P.M. <br /> <br />Present: Mayor Gregg Harcus, Councilmembers Bob Benke, Roger <br />Blomquist, Jeanette Janecek, Steve Schmidt <br /> <br />Absent: None <br /> <br />Also Present: James Fornell, City Manager <br />Mark Kozlak, Director of Liquor Operations <br />Acting Assistant Liquor Managers <br /> <br />The Mayor announced the purpose of the meeting and moved consider- <br />ation of the Liquor Operation update to the first agenda item. <br /> <br />A lengthy discussion on allegations and alleged grievances ensued, <br />Jan Dietrich of Local No. 17 demanded that the union be recognized <br />as the exclusive representative of the employees. Mr. Fornell <br />reminded her of the union's withdrawal of a certification petition <br />in early 1982 and stated that as the City's exclusive representative, <br />he rejected her demand to be recognized as the exclusive representa- <br />tive, He said the employees can petition for a unit determination <br />and election with the Bureau of Mediation Services. <br /> <br />A greivance letter by Thomas Fruth was acknowledged and a list of <br />reasons for a union (unsigned) and a petition were received, After <br />further discussion, the Council directed staff and complainants <br />to follow the administration procedure for grievances and to <br />report back to the City Council with fact-finding on January 12, <br />1983 at 7:00 P.M. <br /> <br />Mr. Kozlak and Mr. Fornell made a presentation on the status of <br />liquor operation improvements. <br /> <br />Mr, Kozlak discussed badly needed operation improvements to the <br />downtown liquor operations. <br /> <br />Motion by Janecek, seconded by Harcus to authorize a total expenditure <br />not to exceed $5,000 for maintenance and aesthetic improvements, <br />pursuant to low bids. Councilman Schmidt said this is not to be <br />an additional expenditure above that approved at the December 28th <br />Council Meeting. Councilman Blomquist requested a written report <br />on costs and purposes. <br /> <br />5 Ayes - 0 Nayes - Motion Carried <br />
