11& <br />Report Number 09-060 <br />��Agenda Section VI -3 <br />the city that works for you Council Meeting Date February 24, 2009 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Call for public hearing on March 10, 2009 to consider proposed changes to <br />Chapter 2 of the City Code regarding requests for municipal development assistance. <br />DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />15.99 Deadline: N/A <br />Comments attached <br />Recommendation: Staff recommends that the City Council call for a public hearing on March 10, <br />2009 to consider proposed changes to Chapter 2 of the City Code regarding requests for municipal <br />development assistance. <br />Legislative History: None <br />Financial Impact: None <br />Explanation: This issue was discussed at the February 10th work session with the City <br />Council. The general consensus was move forward with the proposed code amendment. This <br />particular amendment relates to Chapter 2 of the City Code and would establish a formal <br />process for requesting development assistance from the City. No such formal policies or <br />practices are currently in place. The specific code language will be provided to the Council <br />the night of the public hearing. Assuming the amendment is approved, it would have to be <br />published in a subsequent issue of the City's official newspaper to become effective. <br />As you might recall, the other which was discussed on February 10th concerned cash deposits <br />for certain types of land use applications. That issue was referred to the Planning Commission <br />for further discussion. The Planning Commission held a public hearing on February 17th and <br />chose to table a recommendation. The group felt that more information was needed (i.e. <br />specific fees), but also expressed some philosophical concerns about the new approach.
