LAWCON
regulations are very restrictive on the "deregulation"
of LAWCON acquired land (See attached). The Park Bond
Special Election required that the land be acquired for
"park purposes". Presumably, that restriction may have
to be changed by special election to allow for alternate
land use(s).

7) Environmental Impact Statement. An Environmental Impact
Statement can be petitioned for but the State Environmental
Quality Board must approve it. There has been no EIS or
EIA for any regional park, to our knowledge.

8) City Cost partici~ation. Under the JPA with Ramsey
County, the city 1S to provide the following services
and their cost estimates (per H.A. report 3/11/82 and
J.F.) :

Service

projected
Cost

Actual
Expensed

Fire Protection
Police Protection
Beach program

$1,000
16,500
32,000

$1,000
2,500 (est.)
32,000 (approx. 20,000
above 1982 bud.:

Prosecution
Boat Launch O/M
Insurance

3,000
300
3,000
$55,800

3,000
300
3,000
41,800 (29,800)

Revenues

Miscellaneous
Fines, County Court

1
$4,9802
3,000
$7,980

1.Staff est. which is probably low (9% of expenses.
The "norm" is 10% - 20%).

2.Staff thinks that the fines should be more than prosecution
expenses. In 1981, our City prosecution cost was $15,000
fines collected $44,459. Fines have normally been about
3X prosecution expenses.

In addition, the local share cost reimbursement will yield
about $lOO,OOO/year at current interest rates. Note that
the present beach currently presumably serves an area larger
than just the City.

9) Hinnesota Transportation Museum. Staff suggests that an
indication of Council support be expressed but with no
site specifics.

JWF : j f
