I I I 6) LAWCON/Park Bond Special Election Restrictions. LAWCON regulations are very restrictive on the "deregulation" of LAWCON acquired land (See attached). The Park Bond Special Election required that the land be acquired for "park purposes". Presumably, that restriction may have to be changed by special election to allow for alternate land use(s). 7) Environmental Impact Statement. An Environmental Impact Statement can be petitioned for but the State Environmental Quality Board must approve it. There has been no EIS or EIA for any regional park, to our knowledge. 8) City Cost partici~ation. The "norm" is 10% - 20%). 2.Staff thinks that the fines should be more than prosecution expenses. In 1981, our City prosecution cost was $15,000 fines collected $44,459. Fines have normally been about 3X prosecution expenses. In addition, the local share cost reimbursement will yield about $lOO,OOO/year at current interest rates. Note that the present beach currently presumably serves an area larger than just the City. 9) Hinnesota Transportation Museum. Staff suggests that an indication of Council support be expressed but with no site specifics. JWF : j f
