<br />I <br /> <br />I <br /> <br />I <br /> <br />6) LAWCON/Park Bond Special Election Restrictions. LAWCON <br />regulations are very restrictive on the "deregulation" <br />of LAWCON acquired land (See attached). The Park Bond <br />Special Election required that the land be acquired for <br />"park purposes". Presumably, that restriction may have <br />to be changed by special election to allow for alternate <br />land use(s). <br /> <br />7) Environmental Impact Statement. An Environmental Impact <br />Statement can be petitioned for but the State Environmental <br />Quality Board must approve it. There has been no EIS or <br />EIA for any regional park, to our knowledge. <br /> <br />8) City Cost partici~ation. In 1981, our City prosecution cost was $15,000 <br />fines collected $44,459. Fines have normally been about <br />3X prosecution expenses. <br /> <br />In addition, the local share cost reimbursement will yield <br />about $lOO,OOO/year at current interest rates. Note that <br />the present beach currently presumably serves an area larger <br />than just the City. <br /> <br />9) Hinnesota Transportation Museum.
