I <br />Ii <br /> <br />RESOLUTION NO.02-077 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION OF SUPPORT OF I-35W CORRIDOR COALITION AND <br />BUlLDOUT RECOMMENDATIONS <br /> <br />WHEREAS: The North Metro 1-35W Corridor Coalition is a Joint Powers Authority <br />:Gomprised of the cities of Arden Hills, Blaine, Circle Pines, Mounds View, New <br />,Brighton, Roseville and Shoreview, and Ramsey County, and <br /> <br />WHEREAS: The Coalition has completed a study (the Build Out Study) of future <br />,growth scenarios and the potential impacts of each scenario, and, <br /> <br />'WHEREAS: The Coalition desires to mitigate the impacts of anticipated growth in <br />:the member cities while providing for economic growth and individual city <br />:initiatives, and, <br /> <br />WHEREAS: The Build Out Study demonstrates the value of incorporating transit <br />$upportive and mixed use design concepts in development and redevelopment <br />:efforts, and, <br /> <br />'WHEREAS: The North Metro 1-35W Corridor Coalition Board of Directors has <br />,received and considered the findings, conclusions and recommendations from the <br />,lBuild Out Study, <br /> <br />l-JOW, THEREFORE, BE IT RESOLVED: That the Board recommends that the <br />'individual member cities: <br />1. Adopt transit supportive and mixed use center design concepts as a <br />means to guide growth in the 1-35W Corridor, <br />2. Amend their Comprehensive Plans to include mixed use options, <br />3. Use overlay zones as an implementation strategy, <br />4. Incorporate changes in roadway networks to support mixed use <br />development and walkable neighborhoods, <br />5. Develop and implement transit service strategies needed to support the <br />Coalition's growth scenario, and, <br />6. Integrate lifecycle housing options into community planning activities. <br /> <br />i ~E IT FURTHER RESOLVED: That the Board recommends that each city involve <br />,its leaders in considering the Build Out Study and its recommendations and the <br />: ~ecommendations of the Board, and, <br />
