<br />12 he Ross & Co. <br /> <br />I <br /> <br />Au ust 16, 1982 <br /> <br />Mr. James Fornell <br />City Manager <br />City of New Brighton <br />803 Fifth Avenue Northwest <br />New Brighton, MN 55112 <br /> <br />Dear Mr. Fornell: <br /> <br />The accompanying preliminary feasibility asses ment report <br />was prepared to assist the City of New Brighton and certain <br />interested private parties in evaluating the financial impact of <br />Icurrent plans for development and operation of a waste-to-energy <br />distri.ct heating system. serving the Old Highway 8/694 commercial <br />and industrial corridor in New Brighton. <br /> <br />The preliminary feasibility analysis included the following <br />activities: <br /> <br />I <br />I <br /> <br />· Reviewing potential markets for muniCipal solid waste <br />(MSW), process and space heat, and electricity. <br /> <br />· Evaluating physical plant sizes, configurations, and costs <br />at the conceptual engineering level. <br /> <br />· Developing assumptions to be used in projecting financial <br />operations. <br /> <br />. Preparing a prellmlnary business plan. <br /> <br />This analysis is based on assumptions that were developed <br />through the joint efforts of City staff, private project backers, <br />design engineers and business consultants.
