This plant size minimizes overcapacity in steam
load downcycles.

Based on the above assumptions, projected steam sales are as
follows:

UNIT STEAM SALES PROJECTIONS

(Thousands of Pounds of Steam)

Total thermal energy requirements
Less non-servable requirements
Less user needs in excess of waste-to-energy
facility capacity (1)
Total thermal requirements supplied by plant

186,640
9,885

21,117
155,638

(1) Based on analysis of load cycles and assumption that 5% line
losses means that only 95% of the facilities 37,500 pph output
can be used to meet load.

I

---

Municipal Solid Waste

Supply--Based on data developed for the Metropolitan Inter-
County Association and presented in the Background Study For Solid
Waste Master Plans, the seven county metro area was expected to
gener~te about 1,991,000 tons of MSW in 1982 or 5,450 tons of MSW
per d~y. Ramsey and Anoka counties alone generate some 665,000
tons p~r year of MSW.

New Brighton and the communities immediately adjacent to New
Brighton (Arden Hills, Columbia Heights, Fridley, Mounds View,
Roseville, St. Anthony, Shoreview) produce MSW at an average rate
of 400 tons per day or 146,000 tons per year. This production rate
is estimated based on the populations of these communities
producing MSW at an average rate of 5.24 pounds per capita per day.

The proposed New Brighton Waste-To-Energy facility is
projected to be able to process 49,275 tons of MSW per year. This
is only about one-third of the MSW generated in New Brighton and
the immediately adjacent communities and is only about two percent
of the MSW generated in the seven county area.

I

- 6 -
