Tipping fees paid by the haulers for the right to dump <br />their trucks at the facility. <br /> <br />. Sales of steam to the district heating customers. <br /> <br />. Sales of electricity to Northern States Power (NSP). <br /> <br />The analysis assumed that the total annual project revenues <br />used in the financial projections would be the lesser of: <br /> <br />. Total revenues resulting from charging the maximum <br />market-constrained price for each of the three revenue <br />producing services; and <br /> <br />. <br /> <br />Required revenues resulting from charging prices designed <br />to recover all of the facility's annual cash outlays: <br /> <br />I <br /> <br />Operating expenses <br />Debt service, net of interest income <br />Interest expense net of interest income <br />Distribution to owners (based on a 16% return on owners <br />original capital investment) <br />Working capital needs <br />Renovation and replacement fund <br /> <br />Market-constrained tipping fees--The facility is assumed to <br />operate at 90% of rated capacity (150 TPD), 365 days per year. <br />During the start-up year, total MSW throughput is assumed to be one <br />half of an operating year's capacity. At 4,500 BTU/LB of MSW the <br />following consumption per year is assumed: <br /> <br />Start-up year <br />Full operations <br /> <br />Tons of MSW <br />24,637 <br />49,275 <br /> <br />The tipping fee assumed to be received for each ton of MSW is <br />$10 in 1982 dollars.
