<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />September 28, 1982 <br /> <br />Motion by Blomquist, seconded by Schmdit to <br />authorize the Mayor and City Manager to <br />execute an Agreement to Provide Leaf Composting <br />Services. <br />5 ayes - 0 nayes - motion carried <br /> <br />Leaf Composting <br />Services Agreement <br />Report No. 82-244 <br /> <br />Motion by Blomquist, seconded by Benke to waive <br />the reading and adopt a RESOLUTION CALLING FOR <br />A PUBLIC HEARING ON A PROPOSAL TO UNDERTAKE AND <br />FINANCE A COMMERCIAL DEVELOPMENT PROJECT. <br /> <br />Set Hearing <br />Tax Exempt Mortgage <br />Comprehensive <br />Medical Center <br />Report No. 82-245 <br />RESOLUTION #2633 <br /> <br />Councilmernber Janecek stated that she questioned <br />whether this was a proper use of tax exempt <br />financing and whether the use was appropriate <br />for the downtown development area. Councilmember <br />Janecek noted that there was a physician near the <br />downtown area who could be impacted by the <br />proposed medical clinic and for that reason <br />stated she could not support setting a hearing <br />date to consider the tax exempt financing application. <br /> <br />Mayor Harcus stated that he did not feel there <br />would be a direct competition between the proposed <br />medical clinic and the physician located near the <br />downtown area. Mayor Harcus stated that he felt <br />the proposed use is very compatible with the <br />efforts to redevelop the downtown area. <br /> <br />Councilmember Benke stated that the best forum <br />for deciding the compatibility of this use for <br />the downtown development is the public hearing <br />that is being requested. <br /> <br />Dr. Wethington, representing Comprehensive Medical <br />Care Assocation, stated that they have placed <br />clinics in three other cities and that the competition <br />factor was never a problem. Dr. Wethington stated <br />that their philosophy was to provide good quality <br />medical care and that he personally felt that <br />medical competition was good. Dr. Wethington <br />further stated that their philosophy has been to <br />place facilities near where their clients live and <br />that they currently had several patients from this <br />area. <br /> <br />Vote on motion. <br />4 ayes - I naye (Janecek) - motion carried <br /> <br />-5- <br />
