MOTION APPROVED. <br /> Public Hearing: SP2009-001 Special Use Permit to Allow Construction of a 61' <br /> Telecommunications Tower/Antenna & Associated Structures at 2400 Mississippi <br /> Street <br /> The applicant is requesting a Special Use Permit to allow construction of a 61' monopole <br /> telecommunication tower with six panel antennas mounted flush with the tower. This <br /> tower would replace the existing 60' tower that houses the emergency siren. The <br /> emergency siren would be transferred to the top of the proposed 61' tower. Additionally, <br /> AT&T proposes to construct a 12' x 20' pre-fabricated equipment shelter at the base of <br /> the monopole. Lastly, the proposed 61' tower would be located approximately 20' west <br /> and 15' north of the existing 60' emergency siren tower that would be removed. <br /> Baker asked the applicant if there was any issue having the cabinet match the well house. <br /> Steve Truman, representing AT&T Wireless, replied that there should not be an issue <br /> meeting that requirement since that material is a prefab concert material and can easily be <br /> painted. Howard asked for clarification on co-location and how it works. Truman stated <br /> a 10 to 12 feet separation is needed between each carrier on the same pole. He added this <br /> is a unique site since the three other wireless carriers either have pole on site or are not <br /> interested in the location. There is a high possibility that there would never be the need <br /> for co-location for this site. However they would be willing to build a pole that could be <br /> extended if necessary. <br /> Motion by Baker, second by Zisla to CLOSE THE PUBLIC HEARING. <br /> 5 ayes, 0 nays. MOTION APPROVED. <br /> Schiferl stated that he thinks the applicant's proposed color and material for the cabinet is <br /> appropriate. Danger asked for clarification of how the pole could be extended. Truman <br /> replied the pole would be built with sufficient diameter to house the additional wiring and <br /> an additional length of pole would be added to the top of the existing pole when it is <br /> needed. Danger asked staff of the possibility of adding to the pole is included in the <br /> special use permit. Truman replied that it is included in the lease agreement, which the <br /> City Council still needs to approve. Gundlach added any applicant who would like to be <br /> added to the pole would still need to go before the Planning Commission, since the pole <br /> would increase in height. Zisla stated he believes that by requiring the tower to be built <br /> co-locatable the City is essentially agreeing to another twelve to fifteen feet to be added <br /> to the tower at a later date. <br />
