Jacobson, Director of Public Safe <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this repore>11 Comments attached <br />Recommendation: <br />Approval of Memorandum of Understanding with the City of Saint Paul for the 2009 Edward <br />Byrne Memorial Justice Assistance Grant (JAG) Program administered by the United States <br />Department of Justice Office of Justice Programs (OJP) Bureau of Justice Assistance. <br />Legislative History: <br />This grant program is authorized by the American Recovery and Reinvestment Act of 2009 and <br />by 42 U.S.C. 3751(a). The JAG Program is the primary provider of federal criminal justice <br />funding to state and local jurisdictions. <br />Financial Impact: <br />The JAG allocation list established by the Bureau of Justice Statistics (BJS) indicates the City of <br />New Brighton is eligible to apply for $21,006 in federal funding under this program. <br />Explanation: <br />The United States Department of Justice requires that all parties in a disparate county sign one <br />MOU, make one grant application, and agree to one fiscal agent for the award.
