Jacobson, Director of Public Safe CITY MANAGER'S APPROVAL: No comments to supplement this repore>11 Comments attached Recommendation: Approval of Memorandum of Understanding with the City of Saint Paul for the 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) Program administered by the United States Department of Justice Office of Justice Programs (OJP) Bureau of Justice Assistance. Legislative History: This grant program is authorized by the American Recovery and Reinvestment Act of 2009 and by 42 U.S.C. 3751(a). The JAG Program is the primary provider of federal criminal justice funding to state and local jurisdictions. Financial Impact: The JAG allocation list established by the Bureau of Justice Statistics (BJS) indicates the City of New Brighton is eligible to apply for $21,006 in federal funding under this program. Explanation: The United States Department of Justice requires that all parties in a disparate county sign one MOU, make one grant application, and agree to one fiscal agent for the award. Over the last several years, the City of Saint Paul via the. police department has served as fiscal agent to the JAG grant in Ramsey County. Costs and Funding: The City would be requesting the $21,006 in federal funding through this grant for improvement and enhancement of local law enforcement and prevention & education programs.
