Jacobson, Director of Public Safety <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report D,,� Comments attached <br />Recommendation: <br />Approval of the application process for the 2009 Assistance to Firefighters Grant (AFG) program <br />offered through the United States Department of Homeland Security (DHS). <br />Legislative History: <br />The authority for AFG is derived from the Federal Fire Protection and Control Act of 1974 (15 <br />U.S.C. §§ 2229 et seq.), as amended. Congress reauthorized AFG and appropriated a total of <br />$565 million for the fiscal year 2009 AFG. <br />Financial Impact: <br />The Fire Division is asking to utilize the already available $354,900 in the Fleet Capital Account <br />for the replacement of the 1986 Luverne Fire Engine to leverage additional federal funding <br />estimated at $540,000 to purchase a new aerial fire apparatus. <br />Explanation: <br />The Fire Division has identified the need for a platform aerial apparatus that would permit access <br />to existing and future high rise buildings within the City. The 1986 Luverne engine was <br />originally scheduled to be replaced in 2007; however, the life of this apparatus was extended to <br />2010. This apparatus is showing its age in terms of maintenance issues and operational <br />reliability, with having just failed its annual NFPA fire pump test. Staff believes that the AFG <br />program presents a unique opportunity to obtain this piece of firefighting equipment for the <br />safety of our firefighters and community at a lesser cost, with the City only responsible for about <br />40% of the total vehicle purchase price. <br />Costs and Funding: <br />The City share of $354,900 for this project will come from existing funds in the Fire Division <br />Fleet Capital Account.
