City has minimized its risk exposure by approximately $12,328. This reduced financial exposure
is immediate while the long-term reduction in exposure is much higher.
The following is the sick leave language that is in the existing (2007-2008) contract;
ARTICLE XXIII - SICK LEAVE
23.8 Maximum Accrual. Sick leave may be accumulated to a maximum of nine hundred sixty
(960) hours. Employees who have accumulated the maximum sick leave shall be
permitted to accrue additional banked sick leave at the rate of eight (8) hours per month.
Banked sick leave may be used only after regular sick leave has been exhausted and only
for personal illness or disability. Banked sick leave shall not be used in computing
terminal sick leave benefits.
ARTICLE XXIV — SEVERANCE
24.1 When an employee covered by this AGREEMENT ten -nitrates their employment in good
standing with a minimum of twenty (20) years of service with the City, such Employee
will be eligible to choose between receiving (50%) of accrued sick leave (up to 480
hours) in the form of a City contribution into the Employee's post-retirement health
savings plan, subject to the provisions of such plan, or 40% of the accrued sick leave (up
to 384) hours in the form of cash out. If an employee leaves the organization in good
standing with ten (10) years of service with the City, the employee is only eligible for
40% of accrued sick leave (up to 384) hours to be provided in the form of cash out.
In order to alleviate this problem, the City and the Teamsters Local No. 320 have agreed to eliminate the
provision that allows members of the Local No. 320 to create a secondary sick leave bank. The following
language is being proposed in the 2009 contract.
ARTICLE XXIII - SICK LEAVE
23.9 Maximum Accrual.
