I

I

I

..1'

Environmental Quality Commission
Quarterly Report
July 1981 - September 1981

Objectives

Drinking water quality was the major focus of attention during
the period while major activity continued with noise and solid
waste issues. No progress has been reported on the Long Lake
Tar pits. A report on the dredged material analytical results
were reported from the Rice Creek Watershed District indicating
minimal quality problems to ground water or land in the
disposal site.

Water Supply
Upon referral of the Council to the EQC a meeting was held
with the Minnesota Department of Health, the Minnesota
Pollution Control Agency, the Minnesota Geological Survey
and the U.S. Geological Survey together with staff of
New Brighton to further explore the nature and magnitude
of the City well contamination problem and in context with
immediate solutions of the Public Works Director. A task
force, chaired by Fritz Werdouschegg, and comprised of
several EQC members, the Public Works Director, the city
Manager and other citizens of the community is continuing
to work on short and long-term solutions to the water
supply problem.

Solid Waste
Investigation of alternative solutions to solid waste
indicate that earlier hopes for source separation at the
home have in other communities proven to be uneconomical
for the collector. There appear to be savings to City
residents if the City would establish a solid waste
collection contract with a low bid hauling contractor.

Jerry Bensing is preparing a proposal for further consideration.

Noise
The EQC continued to investigate alternative solutions for
controlling nuisance type noise.

Norma Nelson (EQC) and Kathleen Collehan of the League of
Minnesota Cities will be contracting New Brighton city staff
members to work out a model noise ordinance appropriate for
the City of New Brighton.
