<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to due call and published notice a special meeting <br />of the New Brighton City Council was held on Thursday, <br />, July 23, 1981 at 7:30 p.m. in the municipal building, <br />803 5th Avenue NW, New Brighton, Minnesota. <br /> <br />Present: Mayor James Senden, Councilmembers Roger Blomquist, <br />Jeanette Janecek, Steve Schmidt <br /> <br />Absent: Councilmember Bob Benke <br /> <br />Also <br />Present: <br /> <br />James Fornell, City Manager <br />Donald L. Lais, City Attorney <br />Jim Winkels, Director of Community Development <br />Joan Archer, City Planner <br />Vern Pederson, City Clerk <br /> <br />The Mayor stated the meeting was called for the purpose of <br />considering the New Brighton Downtown Development Plan and <br />the New Brighton Tax Increment Financing Plan. <br /> <br />The Director of Community Development reviewed the history <br />of the downtown development program. <br /> <br />Mr. Terry F8ster, representing Kraus-Anderson, Inc., <br />discussed progress since the Joint Planning Agreement <br />was approved in January 1981 adding that two (2) buildings <br />are now under contract as Phase I of the proposed development. <br /> <br />Hr. Dave Soloman, architect representing KraUS-Anderson, Inc., <br />described the proposed architectural concept utilized in the <br />design of the proposed development. <br /> <br />The Director of Community Development discussed the proposed <br />financial plan. <br /> <br />Mr. Tom Bredeson, representing Evenson-Dodge, City Bond <br />Consultant, discussed the proposed bond schedule stating <br />the plan was realistic, provided for early call if desirable, <br />and structured using conservative estimates. He also described <br />the difference between revenue bonds and revenue G. o. bonds. <br /> <br />Gladys Walbon, 860 6th Avenue NW, expressed concern that <br />tax increment is being used. She felt private development <br />capital should be the vehicle for financing. <br /> <br />Mr. Paul Reiling, 503 9th Avenue NW, requested information <br />~ardingwhat a tax increment district would mean to the <br />average New Brighton citizen. <br />
