Marsh <br />Secretary of the Army <br />Department of the Army <br />The Pentagon <br />Washington, D.C. 20310 <br /> <br />Dear Mr. Secretary: <br /> <br />I am writing with regard to the recent discovery of traces of toxic carcinogens <br />in five municipal wells supplying drinking water to residents of New Brighton, <br />Minnesota. <br /> <br />I <br /> <br />At this time, it appears that a contributor to the contamination of the water <br />supplies is the Twin Cities Army Munitions Plant located in nearby Arden Hills, <br />Minnesota. Apparently, throughout its operation, the Army Munitions Plant has <br />operated waste dumps. These wastes have then seeped into the water supply for <br />this city. <br /> <br />I note and appreciate the Department's willingness to meet with state and local <br />officials. However, your responsibility extends beyond meeting. <br /> <br />Under Executive Order #11752 (December 17, 1973), the President of the United <br />States issued rules and regulations for the prevention, control and abatement <br />of environmental pollution at federal facilities. Under the definition con- <br />tained in this Executive Order, the Twin Cities Army Munitions Plant would be <br />included. The Executive Order delineates the responsibilities of federal <br />agencies with regard to the prevention, control and abatement of environmental <br />pollution and provides that funds shall be utilized for these purposes. <br /> <br />Since it appears that the Munitions Plant was a major contributor to the water <br />pollution in New Brighton, I believe that the Department of the Army should <br />immediately begin a cooperative effort to eliminate existing waste dumps and <br />to provi4e every assistance to the city in its effort to seek new water sources. <br /> <br />Thank you for your prompt cooperation in this matter. <br /> <br />Warm regards. <br /> <br />I <br /> <br />Sincerely, <br /> <br />Bruce F.
