Holmes, Jr., Chief of Police

RE:

Fourth of July

I attended a meeting on May 21, 1981, involving the New Brighton Jaycees,
New Brighton Historical Society, Minnesota Railroad Museum, Minnesota
Transfer Railroad, Burlington Northern Railroad, New Brighton Fire Chief,
Council Members and the New Brighton Bulletin.

The purpose of the meeting was to discuss the possibility of a joint
venture of the Minnesota Railroad Museum, New Brighton Jaycees, and the
New Brighton Historical Society bringing a steam locomotive on the
Minnesota Transfer Railroad tracks to New Brighton.

The tentative plan is to have this steam locomotive with passenger cars
travel on the Minnesota Transfer tracks from 5th Street N.W. to Locke Park
in Fridley and return. They will be selling tickets for people to ride the
train. The Minnesota Railroad Museum will operate and provide security for
their train. They figure they would be able to provide five (5) trips for
rides.

There was also discussion of having concessions in the area where people
would be site seeing and riding the train.

I have not had a chance to talk to the New Brighton Police Reserve to see
if we have anyone available. There is a possibility that we will have
ten (10) Reserves for the fireworks.

It was suggested that the National Guard be used for traffic, crowd control,
and parking. At this time, the information I have is that they are not avail-
able. It was also suggested that we try the Ramsey County Sheriff's Reserves
and Horse Posse. I called the Ramsey County Sheriffs Office and they will get
back to me but it is not too promising.

I have alerted my officers to be prepared to work overtime on that date.

As I obtain information concerning the Fourth of July, I will keep you posted.

,./7
-1//1 f"
t1-~ ' 1- ,JVd-l~v...LM;~. .
Paul T.
