<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof a regular meeting of the New Brighton <br />City Council was held Tuesday, January 13, 1981 at 7:30 p.m. <br />in the municipal building, 803 5th Avenue NW, New Brighton, <br />Minnesota. <br /> <br />Present: <br /> <br />Mayor James Senden, Councilmembers Roger Blomquist, <br />Jeanette Janecek, Steve Schmidt <br /> <br />Absent: <br /> <br />Councilmember Bob Benke <br /> <br />Also <br />Present: <br /> <br />Donald L. Lais, City Attorney <br />Les Proper, Director of Public Works <br />Jim Winkels, Director of Community Development <br />John Grau, Administrative Assistant <br />Vernon Pederson, City Clerk <br /> <br />Minutes <br />Motion by Janecek, seconded by Blomquist to approve the <br />minutes of December 23, 1980 as presented. <br />4 ayes - 0 nayes - motion carried <br /> <br />The Mayor with consent of the Council directed receipt of <br />the Human Rights Commission minutes of December 1, 1980; <br />the Board of Review minutes of December 16, 1980; the <br />Downtown Development District Advisory Board minutes of <br />December 18, 1980 and January 8, 1981 as presented. <br /> <br />Special Order of Business <br />The Mayor issued the following organizational statement: <br /> <br />"As a start to the new year for our City it is appropriate <br />to assess the 'status of the City'. To do so I like to <br />take a look backward and a look forward and I've found <br />this is most meaningful in terms of objectives. <br /> <br />Before we get into that however, it is good to note that the <br />objectives we are talking about are extremely important and <br />long range in nature. They are certainly over and above the <br />normal week to week activities that are ongoing in nature. <br />These objectives are tough, horizen kinds of issues for which <br />months and years are needed for resolution. <br /> <br />Meanwhile, the regular work of the Council and staff and <br />committees must go on. And this is where we excelled last <br />year. The day to day work of the City is being conducted <br />
