I

I

I

'0

..

,..

.:

At the last council meeting I provided staff with the actual
dimensions of all of the cars and these serve as a much better
comparison (see Table I). As anyone can readily see the differences
among the seven ,cars is most often in fractions of an inch. Certai.nly.
interior size differences aren't significant enough to justify one purchase
or the other.

Neither I nor staff has any data on actuaJ. acceleration times.
Staffs statement to the effect that the larger cars have better_acceleration
is highly questionable. In fact experience shows that the opposite is true,
lighter cars have a distinct advantage. Again engineering items such
as gear ratios, transmission performance and the rest of the drive chain
must be considered.

As can clearly be seen from Table I there is almost no chance that
either visa bars or screens will have to be changed. In fact, since both
the fronts and rear shoulder room in all of the 1981 cars are larger than
the Volare one can only conclude that both would fit very nicely. I have
measured the visa bar at exactly 52 inches so it certai.nly will fit, and
since it mounts on the roof gutter like any other rooftop carrier it is
adjustable.

While the 2J. mpg appears correct, the 13 mpg figure is very misleading
because of the amoUJlt of engine idling which is done.

The EPA mileagegi ven for the LeBaron is not true. The EPA estimate
for the engine specified and bid is 16 mpg. The 18 mpg figure is for
a v6 engine which has not been reconunended.

Life Cycle Cost
Staff figures are very misleading and understate the mileage
differences in every case. The comparison also understates current and
certainly future gasoline costs and of course visa bar and screen costs
appear to be fictitious and should be dropped. As can be seen from
Table II, the difference is $2,215, per car and $4,460 for four cars.

Sununary
The answer to the questions at the beginn:i.ng of this letter are clearly
no. Facts have been left out and mistated. statements have been made which
are opinion only. Neither the city or the police department image was
considered and I remind you that both are very important especially on
energy 'matters.
