Ander:::;.6~~'tor Park and Recreation <br /> <br /> <br />Re: Highview Maintenance/Joint Powers Agreement <br /> <br />I have received the attached memo from the Mounds View Community <br />Education Department and have the following observations. <br /> <br />Paragraph two appears to say that if the City does not assist <br />in maintenance of the site, non-school use of the facility <br />would be reduced or eliminated. <br /> <br />I <br /> <br />paragraph three implies that the concept of multi-use of school <br />facilities is unique to this site and resulted in significant <br />additions to the project. I would contend that most school <br />facilities are, and all should be, built for extensive community <br />use. <br /> <br />In reference to the Outside Facilities Maintenance Standards, <br />there is a tremendous redUction shown if the City choses not <br />to participate in maintaining the site. I can understand why <br />the District would chose not to perform tasks such as lining <br />fields with their maintenance crews if the City doesn't be- <br />come involved. The District is not requesting mowing assistance <br />from the City, yet proposes to cut in half the mowing effort <br />under the modified standard. This appears to be a punitive <br />action. <br /> <br />I <br /> <br />The City and the District have jointly used facilities for <br />years and I still believe that the City can participate in <br />some of the maintenance at Highview. It may be totally ir- <br />relevant but during the preparation of this memo I have had <br />two requests from Highview for facility use at Hansen, and <br />more significantly, both requests have been coupled with re- <br />quests for maintenance we would not normally provide. One <br />example is installation of a pitchers rubber for baseball. <br />We typically respond to such requests, which is why the puni- <br />tive nature of the memo from the Community Education Depart- <br />ment disturbs me. <br />
