<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />August 26, 1980 <br /> <br />The Director of Public Works reviewed the <br />improvement, the assessment procedure, and <br />methods of payment. <br /> <br />No one present spoke to the issue. <br /> <br />Motion by Benke, seconded by Schmidt to close <br />the hearing. <br />4 ayes - 0 nayes - mQtion carried <br /> <br />Motion by Benke, seconded by Janecek to waive <br />the reading and adopt a RESOLUTION ADOPTING <br />ASSESSMENT ON PALMER DRIVE SIDEWALK, PROJECT #80-4. <br />4 ayes - 0 nayes - motion carried <br /> <br />Council Business <br />Mr. Ram Gada was present to review the <br />final Energy Report for all City owned <br />buildings. <br /> <br />Motion by Schmidt, seconded by Janecek to <br />receive the final Mini-Audit Energy Report <br />and direct staff to establish a methodology <br />for implementing the non-investment energy <br />conservation measures and also to direct <br />the commission of Environmental Quality <br />and staff to create energy goals and policies <br />and forward such recommendations to the <br />City Council. <br />4 ayes - 0 nayes - motion carried <br /> <br />Motion by Janecek, seconded by Blomquist to <br />authorize the advertisement for bids for <br />four (4) police vehicles and to designate <br />the color police blue for the new vehicles, <br />bids to be opened on Thursday, September <br />ll, 19BO at 1:00 p.m. <br />4 ayes - 0 nayes - motion carried <br /> <br />Motion by Blomquist, seconded by Schmidt <br />to waive the reading and adopt a RESOLUTION <br />AUTHORIZING AMENDMENT TO JOINT AND COOPERATIVE <br />AGREEMENT and direct the Mayor and Manager <br />to execute the agreement on behalf of the <br />City. <br />4 ayes - 0 nayes - motion carried <br /> <br />Motion by Blomquist, seconded by Janecek <br />to direct the City Manager to draft and <br />send a letter to the League of Minnesota <br />Cities indicating the Council's concern <br />for owning versus leasing a building but <br />to indicate that if a building is purchased/ <br />constructed that the Council favors spreading <br />the cost over a five (5) year period. <br />3 ayes - 1 naye (Schmidt) - motion carried <br /> <br />-4- <br /> <br />Assessment Hearing <br />Improvement 80-4 <br />7:57 - 7:59 <br />RESOLUTION #2371 <br /> <br />Energy Report - <br />Gada and Assoc. <br />Report No. 80-145 <br /> <br />Advertisment for <br />Bids - Police <br />Vehicles <br />Report No. BO-139 <br /> <br />Joint Powers Agree- <br />ment - Suburban <br />Rate Authority <br />Report No. 80-143 <br />RESOLUTION #2372 <br /> <br />League of Minnesota <br />Cities Building <br />Program Options <br />Report No. 80-l44 <br />
