<br />j '~.1 <br /> <br />." <br /> <br />f"' <br /> <br />".....'. <br />.0lil .":\ <br />~., ~ <br />~,......... <br /> <br />1- <br /> <br /> <br />Report No. 79-325 <br />February 8, 1979 <br /> <br />Proposed Ordinance Prohibiting the Use <br />of Steel Leg Hold Traps <br /> <br />Background <br /> <br />Pursuant to citizen request, the City Council has directed <br />staff to draft an ordinance addressing the problem relating <br />to the use of traps to catch animals, rodents or pests. <br /> <br />It would appear that the major concern to be addressed <br />is that certain kinds of traps present a hazard to children <br />and pets and are also inhumane. It would also appear that <br />citizens should be allowed to trap pests or rodents. <br /> <br />Considerations <br /> <br />Submitted for your consideration is a proposed ordinance <br />which addresses only double-jawed steel leg hold traps which <br />are a potential hazard to children or pets. By outlawing only <br />this kind of trap we would then allow other kinds of traps <br />such as mouse traps or live traps which could be used to <br />control pests or rodents. <br /> <br />Proposed exceptions to this draft ordinance are <br />representatives of the city, county, state of federal <br />governments who may, in the course of their duties, be required <br />to trap animals. This office feels that in case of an <br />emergency such as an outbreak of rabies, such representatives <br />should be allowed to use whichever method is the most feasible <br />to control such outbreak. <br /> <br />,~~ (!.
