<br />I <br /> <br />TO: <br /> <br />The Honorable Mayor and members of the city Council <br /> <br />FROM: Dennis S. zylla, City Manager <br /> <br />RE: Letter from Jeanne Moore Regarding Police Protection <br /> <br />DATE: November 6, 1979 <br /> <br />Apparently there exists some concern from certain members <br />of the community relative to the October 2, 1979 Council <br />action of deleting one police car from the 1980 budget, <br />and in general the level of police protection provided <br />by the City. <br /> <br />Mrs~ Moore has submitted a letter dated November 4, 1979, <br />which is a follow up to a petition submitted on October <br />13, 1979, and has requested an audience with the City <br />Council. She intends to present various data justifying <br />her contentions on November 13th at the City Council <br />meeting. <br /> <br />I <br /> <br />The City has 21 sworn officers budgeted for 1980, <br />however, the current department strength is 20 officers <br />pending my review of the need for the assistant chief <br />of pOlice position. I intend to complete that review <br />prior to December 1, 1979. <br /> <br />It has become obvious to me in starting a review of <br />the assistant chief of police position that the <br />police department must be looked at in some detail, <br />particularly as relates to the level of manpower, <br />scheduling, and crime statistics. The number of <br />pOlice vehicles required may be a function of the level <br />of police service to be provided, and will be addressed <br />as well in my study. <br /> <br />The number of police officers is of course a public <br />service question which the City Council must decide <br />based on the best information available. I intend to <br />present various options relative to staffing levels in <br />order to facilitate the city Council addressing the <br />service level question. <br /> <br />DSZ:jd <br /> <br />I <br />
