MINUTES
New Brighton Economic Development Commission
Regular Meeting — March 3, 2009
is 7:00 a.m.
Members/Liaisons Present: Bob Benke, Mary Burg, Dennis Flahave, Linda Harmon, Steve
Larson, and Jim Sculthorp.
Members/Liaisons Absent: Cynthia Lesher, Mark Nelson, and Tim Roche.
Staff Present: David Black, Assistant Community Development Director; and Jennifer
Lavandowska, Office Support.
Call to Order
Harmon called the meeting to order at 7:01 a.m.
Approval of Minutes
The minutes of the February 3, 2009 meeting were presented for approval. All approved.
Council Report
Burg reported that Council approved the 2005 site plan for the Northwest Quadrant. An
additional work session meeting was added on the first Tuesday of each month from 5 pm to 7
pm. She added that the Northwest Quadrant Task Force would be disbanding this month and the
remaining Task Force members thanked for their service at the next Council meeting.
Larson reported that the proposed retail building that was to be located by The Garage would no
longer be built due to the high cost of construction.
Commission Organization
Black announced that the deadline for commission applications was extended by one week;
applications are now due on March 6a'. The Council plans to make the commission
appointments at the April 7th Council meeting. At that meeting the role of the Economic
Development Commission would be discussed, and it's anticipated that the open seat would be
filled.
Northwest Quadrant Report
Black reported that the Colliers market study report was presented to a joint meeting of the
Council and commissions last month. The study concluded that there are weaknesses in all
market sectors, but the site is well positioned for development when the market changes. The
site would require intensive marketing this spring to counter a number of misperceptions by
developers. Black added he would be meeting with K. Hovnanian regarding the project this
afternoon about possibly building on the west side.
The Council passed a resolution approving the site plan for the Northwest Quadrant. The
resolution should reassure the Metropolitan Council and allow the City to collect the S 1.4 million
grant to complete the cleanup of the west side.
