some kind of furlough. If you reference the survey, you will see the financial <br />impacts of 5 day, 10 day, 15 day and 20 day furloughs. In brief discussions with <br />the union stewards, they seemed receptive to the idea of furloughs. <br />Conceptually, these could be implemented one day a pay period or so depending <br />on which option was implemented. A five day furlough for all employees would <br />yield a savings of approximately $116,062.89. Continuing the math from the first <br />page illustrates the problem getting smaller: <br />Subtotal from First Page <br />Five Day Furlough <br />New Subtotal <br />$219,700 <br />$116,062 <br />$103,638 <br />I propose the reduction of another staff person in Community Development which <br />would result in annual savings of almost $100,000 when accounting for all <br />expenses associated with the position. The budget problem with these moves <br />almost mitigates the concern almost entirely. <br />Subtotal $103,638 <br />CD Assistant Director Position Removed 99,201 <br />Total $ 4,437 <br />As you will notice from the survey, there are other options that are being <br />considered that include COLA and Step freezes in the coming years, making five <br />holidays unpaid, and eliminating floating holidays. Due to such a short turn <br />around, staff would like further opportunity to explore which options staff prefers <br />via the survey. At the time of this memo, the survey had not been circulated with <br />enough time to provide staff feedback. I hope to have that information for your <br />consideration Tuesday night. <br />Open Officer Position <br />As you will recall, staff has proposed soliciting for two COPS grants from the <br />federal government. If received, this would allow the department to hire two <br />officers or at least fill the 291h position. Of the options above, reducing the funding <br />for the 29th officer is not part of the recommended scenario at this time. As <br />suggested in the April 7th memo, it is an option that is before Council if they <br />choose to exercise it. <br />Building_ Permit Activity <br />Attached you will find two spreadsheets that illustrate the building permit activity <br />for the City over the past several years. There was interest expressed in the <br />permit activity and the related workload regarding inspections. Upon reviewing <br />the number of inspections that are required as relative to the amount of revenue <br />generated by permits or the number of permits issued often times has <br />counterintuitive results.
