RESOLUTION NO. <br />09-022 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />ESTABLISHING FINDINGS OF FACT AND APPROVAL OF A SITE PLAN. <br />,AS, an application has been made by RJRyaIi Construction Inc. on behalf of The 614 <br />zany for consideration of a Site Plan in order to construct a 45,000 SF storage/warehouse <br />on, including remodeling of the existing facility and surface parking lot improvements at <br />1" Avenue NW, known as the Mission Foods plant. <br />,s, the procedural history of the application is as follows: <br />application for a Site Plan Review was received on February 26, 2009. <br />2. a Site Plan was deemed complete on March 11, 2009. <br />3. Yhe Planning Commission reviewed the request on March 17, 2009. <br />4. a Planning Commission recommended conditional approval of the Site Plan. <br />5. e City Council considered the request on March 24, 2009. <br />JHEI AS, the Planning Commission and City Council make the following Findings of Fact with <br />resp t to the Site Plan (LP2009-001): <br />1. T ie property is zoned I-1, Light Industrial. <br />2. le property is guided in the New Brighton Comprehensive Plan for Light Industrial <br />3. Je property currently contains a 109,350 SF building utilized for warehouse, manufacturing <br />d office uses <br />4. a existing property area is 8.1 acres excluding all roadway easements. <br />5. a Planning Commission and City Council considered the proposed Site Plan in accordance <br />ivith Zoning Code Site Plan standards of Section 8-010, and recommended approval subject <br />conditions. <br />6. a Planning Commission and City Council analyzed all building setbacks, parking setbacks, <br />quired # of parking stalls, floor area ratios, building height, off-street loading/unloading, <br />ormance standards, and landscaping requirements and determined the proposed <br />t. pansion to be in full compliance with all requirements of Section 6-060 and Chapter 11 of <br />e Zoning Code, subject to implementation of five conditions. <br />7. Die Planning Commission and City Council determined the applicable performance <br />dards required under Section 6-390 are met, subject to City Council approval of a Zoning <br />de amendment to Section 6-390 (11) that would allow more than one dock door to face a <br />public street when screening methods are put in place to limit visibility of the dock doors <br />m the public street. <br />8. a Planning Commission noted that at the applicant's choice, the office areas may be re- <br />=ined prior to Council consideration so as to eliminate non -office uses, which would <br />ult in the required number of parking stalls to be reduced, which in turn would allow the <br />plicant to eliminate the 11 parallel parking stalls at the north end of the property to be <br />and Settings\kbruno\Local SeningsUemporary Internet Files\OLK58\LP2009-001 (RJRyan for 614 Company) - <br />d.doc 1 <br />
