Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—April 21,2009 at 7:00 p.m. <br /> Present: Commissioners James Alvey, Larry Baker, Bruce Howard Tom O'Keefe, and Paul Zisla <br /> Absent: Steve Danger,and Norm Schiferl. <br /> Also Present: David Phillips, Council Member, Sharon Doffing, Council Member, and Janice Gundlach, City <br /> Planner. <br /> Agenda Review: Agenda was approved. <br /> Minutes: Minutes for February 17, 2009 were presented and approved. <br /> Council Action: Council Member Phillips reported Council has focused its last several work sessions on balancing <br /> the City's budget, despite a $400,000.00 gap. Council is concerned that building permit applications are down for <br /> the year, which may cause another $150,000 and $200,000.00 budgetary gap. The gap caused by the reduction in <br /> building permits would be filled by the budget reserves. There are indications that the budget shortage will <br /> continue into 2010 and 2011. Commission structures are also being reviewed and a decision regarding the <br /> commission reorganization should be made within the month. <br /> Council Member Doffing welcomed new Planning Commissioner James Alvey and thanked Commissioner <br /> O'Brien for his thirteen years of dedicated service. She announced that the Town Hall Meeting would be held on <br /> Saturday, May 2 at 8 am. <br /> Public Hearing: ZA2009-002 Zoning Code Amendment Impacting Section 6-390 <br /> The City is requesting consideration of a Zoning Code amendment impacting Section 6-390 regarding loading dock <br /> facilities that face public rights-of-way. The current ordinance limits the number of dock doors facing public <br /> rights-of-way to one. The proposed amendment would allow up to three loading dock doors to face public rights- <br /> of-way when efforts are made to screen those facilities. <br /> The Planning Commission may recall that a Site Plan application made by The 614 Company for the Mission <br /> Foods plant at 1565 1st Avenue NW precipitated this amendment. This was because the approved Site Plan <br /> depicted three dock doors facing Old Highway 8 NW. The Commission and Council, throughout the Site Plan <br /> review process, determined these three doors should be allowed as they would be adequately screened behind a <br /> fence and gate system. That Site Plan was approved contingent on the City approving an amendment to Zoning <br /> Code Section 6-390 prior to release of a building permit for the Mission Foods expansion. <br /> Howard inquired if this proposal would affect any existing dock facilities. Gundlach replied that there are no <br /> existing facilities that would be affected by this proposal, other than Mission Foods' expansions and any new <br /> proposals. <br /> Motion by Baker, second by Zisla to CLOSE THE PUBLIC HEARING. <br /> 5 ayes, 0 nays. MOTION APPROVED. <br /> Motion by Baker, second by O'Keefe to RECOMMEND THE CITY COUNCIL ADOPT THE PROPOSED AMENDMENT. <br /> 5 ayes, 0 nays. MOTION APPROVED. <br /> Adjournment: 7:10 PM <br />
