June to review this final product before implementation. Following completion of <br />this item, the Commission would move onto another potential code amendment <br />item noted on the attached list. Certain Commissioners and Council members <br />have opinions on which of these items should be undertaken next. This is where <br />staff would seek direction from the Council on what should have priority. <br />Timing <br />Each of these potential code/policy issues will take time to research, present and <br />discuss with both the Planning Commission and City Council. Conservatively, <br />we anticipate that each topic will take two to three months from initial research to <br />discussion (Planning Commission) and final presentation to the City Council. In <br />addition, some issues might take additional time due to review by the city <br />attorney and possible involvement of stakeholder groups. For example, <br />shoreland regulations and exterior building material requirements should <br />probably include public input, which will take additional time. With a list of 17 <br />items, it could easily take a couple of years to work through the list. We are <br />more than willing to work on the policy issues, but we do need to know where to <br />start. <br />Other Topics <br />In addition to the topics contained in the attached list, it has been brought to <br />staff's attention that there is a desire to undergo a sign code amendment, <br />specifically related to temporary signs. This item was brought up at the Planning <br />Commission's brainstorming session in February, although they did not see it as <br />a priority item and it did not make it onto the attached list. Should the Council <br />wish to entertain potential amendments to the sign code; staff would advise that <br />direction be given to the Planning Commission on specific areas of concern and <br />a projected timetable for completion. <br />Conclusion <br />Staff is excited about the opportunity to work on various updates to the Zoning <br />Code. However, several land use related projects continue to consume staff time <br />and opportunities to work on these issues have been limited thus far in 2009. <br />Also, staff wants to be respectful of the Planning Commission's time and when <br />controversial projects arise staff hasn't been scheduling work sessions following <br />those meetings (last month's PC meeting went 3 hours). Because of these <br />concerns, it is important to prioritize potential amendments and provide specific <br />direction to staff and the Planning Commission on a path forward. <br />0 <br />
