Most likely Eureka, Allied, <br />Waste Management and possibly smaller outfits like Ace would offer proposals. <br />Mary Chamberlain believes only Waste Management and Eureka would offer dual sort <br />recycling. Waste Management, Allied and possibly Ace would offer single sort. <br />Single -sort recycling would be significantly higher in comparison to dual -sort. This could <br />possibly double the amount charged to New Brighton residents. Staff believes the <br />recycling cost could come close to doubling to over $40 per year. With single sort <br />residents would not have too sort recycling into different bags or containers. One large <br />container would be provided and the residents would be able to roll it out fairly easily. <br />Dual -sort would have a price increase but not as high as single sort. Dual -sort is <br />believed to provide a "cleaner" type of material which makes it easier to sell and be <br />processed into new products. Residents are obviously familiar with dual -sort. No issues <br />as far as cost of containers and ownership. Eureka would also offer profit sharing which <br />could offset much of the higher cost when the market returns. <br />Recommendation <br />When thinking about recycling staff feels if price is the deciding factor, dual -sort is <br />obviously the lower cost at this point. Dual -sort recycling also allows for a "cleaner" <br />product that may ultimately allow more recycling material to be processed into new <br />products. <br />However, if convenience and ease for our citizens are the deciding factor, single -sort <br />would be the way to go. Single -sort also usually generates higher amounts being <br />placed into the recycling container. <br />The City currently has Waste Management's first offer and could decide to accept any <br />of the options. The City also can decide to go out for a RFP in order to see what other <br />options and prices would be offered.
