Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Frischman <br />11. Roll Call <br />Present: Frischman, Harreld, Heinrich, Meyer, Norton, Samuelson, Trevorrow, Council Rep. <br />Burg, Director of Parks and Recreation Sandy Breuer, Office Assistant Jodelle Olson <br />Members Absent: None <br />City Staff Present: Assistant Director of Parks and Recreation, Jason West; Park Maintenance <br />Manager Chris Wolla; Director of Public Safety, Bob Jacobson; Police Officer and Fire Captain, <br />Trevor Hamdorf, Police Officer and Fire Chief, Tony Paetznick <br />Also Present: Trails Committee Chair, Adam Parker; Freedom Parte neighbors & users" (about 40 <br />individuals were present) <br />III. Minutes of April 1, 2009 <br />MOTION BY HEINRICH, SECONDED BY SAMUELSON, TO APPROVE THE APRIL 1, <br />2009 MINUTES AS SUBMITTED. MOTION CARRIED. <br />IV. Trails Committee Update — Adam Parker; Chair <br />Adam Parker stated they had a great discussion. Committee discussed options for the new trail <br />improvement that is proposed along Old Hwy. 8. Hope to have 3 or 4 plan choices for the next <br />meeting. We also discussed safety issues 'along Long Lake Road. Parker encouraged everyone to <br />come to the meetings. The next meeting is June 3rd at 5:30 p.m. at City Hall. <br />V. Correspondence <br />A. Council Report — Council Member Mary Burg <br />• Council received their annual Emergency Response training. It was <br />interesting timing to have during the H IN 1 concern. There are really well <br />thought out plans. Since the State has its secondary emergency response in the <br />New Brighton Public Safety Building, we are up to speed and probably <br />surpass any community in Minnesota. <br />+ Council approved support for Hwy 96 plans. Gave support for trails in that <br />area of Old Hwy 8 to the Hwy 10 intersection which needs improvement. <br />The Council decided how they are handling term limits for Commissions. <br />Commissioners will serve 3 terms and then are required to take a year off <br />before they serve on another commission or the same commission. The <br />exception is the Planning Commission since it is under different statutes and <br />there are different rules. The number of commissioners will change. The <br />Economic Development Commission will have 9 commissioners. The <br />Commission will allow business owners who operate in New Brighton. <br />Had the Town Hall meeting. It will be recast on cable TV. The Parks & Rec. <br />presentation was excellent. Sandy did a good job. She talked about the impact <br />the Parks and Recreation Department has on a community. It brought out <br />some of the significant impact parks have on a community. It covers <br />everything from the quality of life to spurring economic development. <br />• Fire at Hansen Park on April 21st. A youth tried to set the Neighborhood <br />Center on fire. Thanks to the cameras, the youth was quickly identified. He <br />was arrested. He will do 4-6 months in Totem Town and will be on probation <br />until he is 19. <br />
