April 21, 2009 <br />To: Dean Lotter <br />From: Kent Eklund <br />Subject: Notes from April 20, 2009, Quarterly Policy Meeting <br />RULES OF ENGAGEMENT CHECK-IN: <br />• Noticeable drop in tension levels among council colleagues; <br />• More open discussions occurring; <br />• More acceptance of each other even when disagreeing <br />• PROPOSED ADDITION -- When a regularly scheduled meeting of the council <br />has a short agenda, give Dean the authority to schedule some extra work <br />session time on an "as needed" basis. <br />WORK PLAN EDITS: <br />• Move the Fleet and Non -Fleet Budget Discussion to May 5dl- <br />• Add the EDC discussion we did not get a chance to review to the May 51h <br />meeting; <br />• Hold a discussion of the Sherman negotiations on May 12th; <br />• Remove the Parks and Facility Naming Policy from June 9th and leave an open <br />night on the calendar; <br />• Move the Comprehensive Plan discussion to July 14th with staff preparing in <br />advance a summary list of changes made from the previous plan and some <br />editing options; <br />• Utilize June 23rd as policy and principles discussion for the 2010 budget; <br />• Cancel the August 4th work session; <br />• Embed the future of the golf course discussion in the appropriate budget <br />work session of August 11, 25 or October 13. Bring an up to date <br />organizational chart to the budget work sessions; <br />PROPOSED ADDITION OF TERM LIMITS FOR COMMISSIONS: <br />• Planning Commission: <br />three year terms as a term limit; <br />A�� individual takes one year off and then can be reappointed; <br />- -Years served as a mid-term appointment do not count towards the <br />limits; <br />- After 2010, the term limits are applied to incumbents at the end of their <br />current term; <br />- The city council appoints the chair <br />Other Commissions: <br />3 three year term limits; r <br />An individual may take a one year break and then can be reappointed; <br />
