0 A. Scope of Services - City of New Brighton During the 2009 - 2010 school year, the City of New Brighton will provide a police officer at Highview Middle School, Irondale High School, and the Area Learning Center. 2. The primary functions of the police school resource officers are as follows: a. promote a climate of physical and psychological safety that is conducive to learning; b. serve as a deterrent to violence and crime by a physical presence in school; C. provide a positive image of police officers to staff, students and the community as well as provide positive role modeling; d. improve law enforcement relationships with the community and school; e. take initial reports and conduct follow up to incidents in. the community that involve students and/or faculty at Highview Middle School and Irondale High School; and f. serve as a law enforcement resource person to students, staff, administration, parents and the community; The manner and standards of performance, the discipline of the resource officers, and other matters incident to the provision of services under the Agreement, and the control of the resource officer shall be subject solely to the control of the City. In the event of a dispute between the parties as to the extent of the duties and functions to be rendered under this Agreement, or the level or manner of performance of such service, the determination thereof made by the Director of Public Safety of the City and the Building Principal shall be final and conclusive as between the parties hereto. 4. The police resource officers shall at all times be considered an employee of the City. 5. Upon execution of this Agreement and thereafter sixty(60) days prior to the commencement of the school year for any subsequent year for which this agreement is renewed, the City shall provide District 621 with documentation of the police resource officer's annual salary and fringe benefits, as well as relevant program costs. 0
