D. That the sign plan will not impede the normal and orderly placement of signs on <br />surrounding properties. <br />Generally, the area is fully developed/redeveloped with businesses utilizing signs of the <br />size and location allowed under the current Comprehensive Sign Plan. Staff has <br />inquired as to whether or not the other tenant of 500 Main Street would seek a ground <br />sign once this sign is erected. CU Companies, the building owner, has indicated if that <br />occurred they would include them on the proposed sign. Thus, staff finds the proposed <br />sign will not impede the normal or orderly placement of sign on surrounding <br />properties. <br />In addition to the sign standards of Section 9-041 (4), the proposed sign must be reviewed <br />against the general health, safety and welfare standards of Section 8-130. This section states that <br />no special use shall be recommended by the Planning Commission unless such shall find staff <br />responses in italics): <br />a. That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort of the general <br />public. <br />Erection of the ground sign should not impact or be detrimental to the public health, <br />safety, morals, or comforts of the general public. The sign will be constructed in an <br />area already used far commercial purposes. Further, the sign is of modest size and <br />height, will not have dynamic capabilities, and will not be directed towards any <br />. residential uses. <br />b. That the special use will not be injurious to the use and enjoyment of other property <br />in the immediate vicinity for the purposes already permitted, nor substantially <br />diminish and impair property values within the neighborhood. <br />Because the sign does not have dynamic capabilities, isn't directed towards <br />residential uses, and is of modest size and is setback nearly 30' from the paved <br />portion of County Road E2 extension it should not be injurious to the use or <br />enjoyment of other property. <br />C. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />The area is generally fully developedlredeveloped. Thus, placement of this sign <br />should not have any impact on normal or orderly development or improvement of <br />surrounding property. <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or <br />are being provided. <br />0 All services are currently provided. <br />
