RESOLUTION NO. <br />08-106 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A SPECIAL USE PERMrr. <br />,As, an application has been made by RJ Ryan Construction on behalf of Pratt Ordway <br />rties to permit an amendment to the existing Comprehensive Sign Plan governing allowed <br />;e at Main Street Village and which would permit construction of a ground sign at 525 <br />Street, and <br />THE' As, the procedural history of the application is as follows: <br />1. application for a Special Use Permit was received on November 3, 2008. <br />2. The Planning Commission, pursuant to published and mailed notices, held a public hearing <br />I n November 18, 2008 and all present were given a chance to freely speak at the hearing. <br />3. I he Planning Commission recommended approval on November 18, 2008. <br />4. she City Council considered the request on November 25, 2008. <br />VHE�E^ the Planning Commission and City Council make the following Findings of Fact with <br />resT 1114pa to the Special Use Permit (SP2008-020): <br />1. I be property is zoned b -- 4, Downtown Business. <br />2. a property is guided in the Comprehensive Plan for Neighborhood Business. <br />3. be proposed use of the site consists of a multi -tenant commercial building that will include <br />e New Brighton Post Office. <br />4. er Zoning Code Section 9-041 Main Street Village is considered a renewal area and is thus <br />itted to adopt a Comprehensive Sign Plan. <br />5. t the time of approval of Main Street Village a Comprehensive Sign Plan was approved and <br />la"S since been amended several times as the development nears completion. <br />6.a Planning Commission and City Council reviewed the proposal in accordance with the <br />llowing Comprehensive Sign Plan findings of Zoning Code Section 9-041 (4) <br />That the sign plan provides sound identification, reduction of clutter, and aesthetic <br />f enhancement. <br />b. That the sign plan is sensitive to and compatible with physical circumstances of the site <br />and buildings. <br />That the sign plan is not detrimental to public safety. <br />That the sign plan will not impede the normal and orderly placement of signs on <br />surrounding properties. <br />7. le Planning Commission and City Council determined that all the findings of Section 9-041 <br />have been met. <br />8.
