Of <br />Report Number 09-197 <br />Agenda Section VIII -1 <br />the city that works for you Council Meeting Date August 11, 2009 <br />• REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF APPROVING PROJECT 09-9, OLD <br />HIGHWAY 8 NW WATERMIAN UPGRADE, AND THE OF PLANS AND <br />SPECIFICATIONS, AND AUTHORIZATION TO ADVERTISEMENT FOR BIDS. <br />DEPAR'T'MENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report 0 Comments attached <br />Recommendation: To approve Proj"-9, Old Highway 8 NW Watermain Upgrade, approve the <br />plans and specifications, and authorize staff to advertise for bids. <br />Legislative History: The City Council authorized entering in a contract with Bolton & Menk, Inc. for <br />engineering services for this project on June 9, 2009. <br />Financial Impact: The estimated project cost breakdown for Project 09-9 is as follows: <br />Watermain Construction $ 232,950 <br />Access Trail Construction $ 64,500 <br />is Engineering & Admin $ 58,550 <br />Contingencies (10%) $ 29,750 <br />Total Estimated Project Cost $ 385,750 <br />This project cost estimate is higher than the preliminary estimate because of refinements made in the <br />design and also more accurate and up to date construction cost information being used in preparing the <br />estimate. Actual construction costs will be known the time of the bid award at which time the Council <br />will decide whether to proceed with the project or not. <br />Explanation: Currently, the only watermain servicing the entire NE portion of the City is an 8 -inch cast <br />iron watermain installed in 1963. Some of the industrial businesses along the Old Highway 8 NW <br />corridor have experienced low flow alarms when the 8 -inch is disrupted. Given our current system <br />demand from the industrial park located north of Highway 96, a new hotel at Highway 96 opening this <br />December, and the future water demand of the Northwest Quadrant area, it is strongly recommended the <br />8 -inch pipe be upgraded to a 12 -inch pipe. <br />As part of the Old Highway 8 Reconstruction project, a 12 -inch watermain was constructed from 1-694 <br />and extended past the Long Lake Regional Park entrance. This project will connect to the new 12 -inch <br />near the park entrance and 2,800 linear feet of watermain will be directionally drilled along the west side <br />of Old Highway 8 to south of Applewood Point just north of Highway 96. The new 127 unit hotel <br />currently under construction and scheduled to open this December, will not be put out of service by <br />constructing this watermain in the fall of 2009. The remainder of the loop will be coordinated with <br />future construction projects. <br />Also, included in this project is the construction of an access trail to the existing sanitary sewer as shown <br />on the attached drawing. <br />
