• <br />0 <br />Iof Report Number 09-200 <br />WN IM Agenda Section VI-3 <br />the city that works for you the Meeting Date August 25, 2009 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF 2009 SPECIAL ASSESSMENT RESOLUTION <br />FOR 2008 STREET REHABILITATION <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: To adopt the attached resolution declaring costs to be assessed, ordering preparation <br />of proposed assessments, and setting September 22, 2009, as the date for the 2009 Special Assessment <br />Hearing on Project 08-1, Innsbruck North Area Street Rehabilitation. <br />Legislative History: The City Council approved this project at an Improvement Hearing on March <br />25, 2008. <br />Financial Impact: This City Council action declares the cost to be special assessed of $156,850.89. <br />Explanation: Project 08-1 consisted of the reconstruction of the following streets in the summer <br />of 2008: <br />12th Street NW <br />- Innsbruck Drive to cul-de-sac <br />13th Terrace NW <br />- All <br />14th Street NW <br />- 29th Avenue NW to Silver Lake Road <br />26th Avenue NW <br />- 14th Street NW to cul-de-sac <br />27th Avenue NW <br />- 14th Street NW to 13th Terrace NW <br />29th Avenue NW <br />- Innsbruck Drive to 13th Terrace NW <br />32nd Avenue NW <br />- Innsbruck Drive to cul-de-sac <br />Brookshire Court <br />- Brookshire Lane to cul-de-sac <br />Brookshire Lane <br />- 29th Avenue NW to cul-de-sac <br />The approval of this project included the recommendation that the street rehabilitation portion the <br />project costs be funded by general taxes, assessments against benefiting properties in the project area, <br />and Municipal State Aid funds. Minnesota State Statute 429 requires a Public Hearing be held to adopt <br />the proposed assessments. We are recommending the special assessment hearing be held at the regular <br />City Council meeting on September 22, 2009. <br />Costs and Funding: A complete assessment report outlining the final project costs, proposed <br />assessment rate, and recommended funding will be distributed to Council in advance of the assessment <br />.
