Comments attached <br />15.99 Deadline: Not applicable, city -initiated request <br />Recommendation: Adopt the attached Resolution, approving the amended Civic Campus <br />Comprehensive Sign Plan. <br />Legislative History: September 27, 2005: City Council approval of the original Civic Campus <br />Comprehensive Sign Plan (copy of which is provided in the attached Planning Report). <br />August 18, 2009: The Planning Commission held a public hearing and considered the requested sign <br />plan amendments. No public testimony was given. The Commission specifically discussed two items <br />related to the amendment, those being: 1) the temporary signage requests of the FSC, and 2) dynamic <br />signs. The Commission recommended a permanent structure be allowed for displaying temporary <br />signage needs of the FSC recognizing the facility has unique needs and that an additional Special Use <br />Permit be required prior to construction of any electronic/dynamic sign. These recommendations have <br />been included in the attached revised Civic Campus Comprehensive Sign Plan. <br />Financial Impact: None <br />Explanation: The City of New Brighton is requesting a Special Use Permit to allow an amendment to <br />the existing Comprehensive Sign Plan governing allowed signage at the Public Safety Center (PSC), <br />City Hall, and the Family Service Center (FSC). This request includes the following: <br />• Allowance of signs that were erected unknowingly in violation of the 2005 plan, and <br />• Addresses future signage needs (primarily with the FSC). <br />This issue of civic campus signs in violation of the Comprehensive Sign Plan was a topic of discussion <br />at a Council work session in June. Following that work session, the City Manager directed staff to <br />resolve the issue. Staff then met to discuss which signs were in violation and how they came to be <br />constructed. The FSC staff also discussed sign planning efforts they have been considering already and <br />decided to include those in this amendment so that a future amendment wouldn't be necessary. Thus, <br />not all signs allowed under the proposed amended Comprehensive Sign Plan have been constructed or <br />will be constructed in the immediate future. Rather, the proposed amended plan is a holistic approach <br />that addresses both current and future needs. <br />
