City Manager Lotter presented the general operating budget for 2010 to the City Council. <br />Three levy scenarios were presented as well; a 7.53%, a 2.02% and a 0% levy. Council dismissed <br />the 7.53% scenario as not acceptable. Discussion surrounded the other two scenarios with <br />interest in the service provided by each position that is currently vacant. City Manager Lotter <br />presented a draft of the new Fleet and Non -Fleet Budget, It was emphasized that this budget <br />would take at least a year to complete. Direction was provided to staff by the City Manager to <br />challenge assumptions on life expectancy, cost of replacement and the actual need for a given <br />piece of capitol. City Manager Lotter stated that no increase in Fleet and Non -Fleet funding was <br />going to be requested for 2010. <br />40 At the August 25, 2009 Worksession; Council discussed the following topics: <br />1. City Manager er presented another budget memo that further analyzed the tax levy scenarios and <br />service provided by positions currently being held as vacant. Council requested that the cost of <br />each position to the taxpayers be analyzed and sent out in the Manager's weekly memo and that <br />a levy scenario be created that would provide funding for all vacant positions to be filled on <br />January 1, 2010. City Manager Lotter emphasized that a preliminary levy and budget would need <br />to be adopted on September 8th/ that it could be certified by September 15tH <br />0 <br />Dean R.
