September 8, <br />Council Business <br />1. Consideration of Resolution Adopting the Proposed Tax Levy for Taxes Payable in 2010, the <br />Proposed 2010 General Fund Budget and Setting the Council Meeting Dates for the 2010 <br />Budget Discussion with Public Comment Meeting and the Final 2010 Tax Levy Determination <br />Meeting, Report No. 09-218. <br />City Manager Lotter reported the last three worksessions (August 11, August 25 and September 8) have <br />been focused on budget discussions. It was explained that while any action taken on the item would be a <br />maximum levy, allowing the levy to be lowered, but not raised. <br />Director of Finance Dan Maiers clarified the adopted proposed levy is due to Ramsey County by <br />September 151. The City is also required to certify the dates selected for our `Budget Discussion with <br />Public Comment" meeting; Mr. Maiers recommended that the 2010 Budget Discussion with Public <br />Comment meeting be held Tuesday, December 1 st at 6:30 p.m. The final 2010 budgets and tax levies <br />will be adopted during the regular City Council business meeting on Tuesday, December 8th. <br />The City Manager's Recommended 2010 Budget includes a proposed tax levy of <br />$7,619,100 for taxes payable in 2010. The proposed levy is an increase of 3.02%, over the <br />2009 levy. The proposed 2010 budget for the General bund is $13,045,100 compared to the <br />originally adopted 2009 of $13,206,300 in 2009, a decrease of 1.22%. The 2009 adopted <br />budget has been amended, with a reduction of $314,800. This reduction was due in part to <br />the elimination of 3 fulltime positions; Marketing & Events Coordinator, Assistant Director <br />of Community Development, and Recreation Supervisor. Finance Director Maiers offered <br />a brief explanation of the tax rate at the request of Councilmember Bauman. <br />It was estimated that the City portion annual increase in property taxes would be $25 on a median valued <br />home ($224,600). <br />Councilmember Phillips announced he would not vote for an increase of 3.18%. He would propose <br />postponing the rehire of the three positions made vacant through the Early Retirement Incentive Program. <br />Mary Burg reported council still has two budget meeting where reductions could be discussed. <br />Councilmember Doffing stated she is in favor of replacing the three vacant positions, in order to maintain <br />service levels. Councilmember Bauman reported she would not vote in favor of a levy increase, and any <br />surplus indicates overspending. Mayor Larson announced he would vote in favor of the proposed <br />increase, in order to maintain services. <br />Councilmember Doffing announced a discussion occurred at the work session where it was decided to <br />remove health insurance for Councilmembers from the 2010 budget. <br />Motion by Councilmember Burg, seconded by Mayor Larson to adopt the resolution adopting the <br />proposed tax levy for taxes payable in 2010, the 2010 proposed general fund budget and to set the <br />dates for the budget discussion with public comment and final determination of tax levies. <br />3 Ayes, 2 Nays, Motion Carried <br />Ayes: Mayor Larson, Councilmembers Burg and Doffing <br />Nays: Councilmember Phillips and Bauman <br />Commission Liaison Reports, Announcements and Updates <br />City Manager --Dean Lotter <br />City Manager Lotter announced the South Water Tower rehabilitation project will be completed by weeks <br />end.
