PLANNING COMMISSION PROCEEDINGS <br />0 Regular Meeting — August 18, 2009 at 7:00 p.m. <br />Present: Commissioners James Alvey, Larry Baker, Steve Danger, Bruce Howard, Norm Schiferl, <br />and Paul Zisla. <br />Absent: Council Member David Phillips <br />Also Present: Sharon Doffing, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for July 21, 2009 were presented and approved with a minor change to the final vote. <br />Council Action: Council Member Doffing reported that she has approached the Council regarding placing some of <br />the vacant City owned lots up for sale in the south end of the town, which would increase the revenue for the City <br />by placing the properties back onto the tax role. The Council has agreed to this proposal and the community <br />should see properties for sale soon. The 35W railroad bridge by Transoma will be removed starting <br />September 11, 2009 and should be completed in two weeks. The City will be holding an election for two <br />Council seats and the Mayoral seat this November. The filing date is August 25th, for more information <br />please go to the City's website. <br />Howard asked Council Member Doffing to explain the timeline regarding filling the vacant Planning <br />Commission position. Council Member Doffing replied that applications will be reviewed at the end of <br />the month for the position and it is anticipated that the seat would be filled at that time. <br />Public Hearing: SP2009-003 Special Use Permit to allow an amendment to the existing Civic <br />Campus Comprehensive Sign Plan governing allowed signage at the Public Safety Center, City <br />Hall, and the Family Service Center <br />The City of New Brighton is requesting a Special Use Permit to allow an amendment to the existing <br />Comprehensive Sign Plan governing allowed signage at the Public Safety Center (PSC), City Hall, and <br />the Family Service Center (FSC). This request includes the following: allowance of signs that were <br />erected unknowingly in violation of the 2005 plan, and addresses future signage needs (primarily with the <br />FSC). <br />This issue of civic campus signs in violation of the Comprehensive Sign Plan was a topic of discussion at <br />a Council work session in June. Following that work session, the City Manager directed staff to resolve <br />the issue. Staff then met to discuss which signs were in violation and how they came to be constructed. <br />The FSC staff also discussed sign planning efforts they have been considering already and decided to <br />include those in this amendment so that a future amendment wouldn't be necessary. Thus, not all signs <br />allowed under the proposed amended Comprehensive Sign Plan are constructed or plan to be constructed <br />in the immediate future. Rather, the proposed amended plan is a holistic approach looking into future <br />needs. <br />Schiferl asked staff to clarify where the electronic signs would be located for the Family Service Center. <br />. Gundlach replied that if funding was found, the electronic sign would be placed on the east side of the <br />property to gain visibility along the freeway. Schiferl inquired if the sign would have come back before <br />the Planning Commission and Council. Gundlach replied that it would not come back before them if it <br />was approved in this amendment. Schiferl voiced concern over having an electronic sign on the freeway. <br />
