Public Safety Commission <br />June 24, 2009 <br />Attending: Commissioner Kerns, Commissioner Allen, Commissioner <br />Bredenbeck, Commissioner Kelly, Commissioner Tollefson, <br />Commissioner Woods, Director Jacobson, Mr. Bill Snoke — Allina <br />Medical and Ms. Kate Richtman — Ramsey County Attorney's <br />Office, Juvenile Law <br />Absent: Commissioner Elwell, Commissioner Schumann, Mayor Larson <br />Roll Call/Call to Order <br />Commissioner Kerns called the meeting to order at 6:34 pm. <br />May Meetinp_Minutes <br />The May meeting minutes were reviewed. Commissioner Tollefsan motioned to accept <br />the minutes; Commissioner Kelly seconded. ;Motion carried. <br />Public Hearine / Presentations <br />Ms. Kate Richtman, Ramsey County. Attorneys Office,; attended the meeting to give an <br />overview presentation on the Juvenile Justice System. When looking at the adult system <br />vs. the juvenile system, the difference is the juvenile system tries to rehabilitate the <br />respondent. <br />For petty misdemeanor and misdemeanor offenses, juveniles go through a diversion <br />program. For a gross,'misdemeanor or a felony offense, the respondent goes through a <br />court proceeding. <br />In Ramsey County, the, juveniledivision sees about 4,300-4,600 cases/referrals a year. <br />Through May 2009, theyhave had 2,000 cases/referrals. New Brighton usually has about <br />150 juvenile cases/referrals a year. <br />For juveniles, a court "disposition" is the consequence and programs ordered by the <br />court. Some examples are: the juvenile is ordered to attend school, ordered to attend <br />counseling, ordered to pay fines, ordered to do community service or ordered to pay <br />restitution. <br />When a juvenile commits an offense, they go through the juvenile court process in that <br />county until the court disposition; then their case is transferred to the county of residence <br />to complete services, probation, etc. <br />
