PLANNING COMMISSION PROCEEDINGS <br />i ii i <br />Regular Meeting -- September 15, 2009 at 7:00 p.m. <br />Present: Commissioners James Alvey, Larry Baker, Steve Danger, Bruce Howard, Norm Schiferl, <br />and Paul Zisla. <br />Absent: <br />Also Present: David Phillips, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for August 18, 2009 were presented and approved. <br />Council Action: Council Member Phillips reported that the Council, in a divided vote, approved a preliminary <br />three percent increase to property taxes. The Council will continue to work on the budget through out the rest of <br />the year. Council directed staff to prepare sign study materials for the Planning Commission, since there were only <br />four applicants for the Sign Study panel. He also announced that there is a vacancy on the Planning Commission <br />and encouraged residents to apply. <br />Public Hearing: SP2009-004 Special Use Permit to Allow an Addition to an Existing Detached Garage <br />Whereby the Total Square Footage will Exceed 624 SF at 1,062 SF. <br />The applicant is requesting a Special Use Permit to allow construction of a 19' x 24' addition to an existing 25' x <br />24' detached garage. The garage is located in the northwest corner of the property and would be setback 5' from <br />the site lot line and nearly 15' from the rear lot line. All other setbacks on site are conforming. The combined <br />square footage of existing and proposed garage would total 1,062 SF with anything over 624 SF requiring a Special <br />Use Permit. There are no other detached buildings on the property nor is there an attached garage. The proposed <br />addition would be two story with car storage in the lower level and a personal work shop on the upper level. The <br />existing garage space will be used for parking of daily use vehicles. <br />Schiferl inquired how the rear of the garage would be accessed. The applicant replied that there is a grass area <br />along the East side of the house, which would be used to gain access to the rear of the garage. He added that the <br />reason he is requesting this addition is so he can park his collector car in the new addition and free up space for the <br />cars that are used daily. <br />Motion by Baker, second by Zisla to CLOSE THE PUBLIC HEARING. <br />6 ayes, 0 nays. MOTION APPROVED. <br />Motion by Danger, second by Schiferl to ADOPT THE RESOLUTION PROVIDED, RECOMMENDING THE CITY <br />COUNCIL APPROVE THE SPECIAL USE PERMIT AS REQUESTED, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. The applicant agrees to not conduct a home occupation within the garage structure. <br />2. The exterior materials are consistent with the existing detached garage structure and compliment the home. <br />3. If additional driveway is implemented the applicant shall confirm with the City Planner that all hardcover <br />limitations and driveway setbacks are met. <br />6 ayes, 0 nays <br />is Miscellaneous <br />Adjournment: 7:13 PM <br />
