Recommendations were made to create a procedure for both a minor and major PRD <br />and PUD amendment. <br />September 15, 2009: The Planning Commission continued discussion on this amendment in a work <br />session format. The commission considered whether to allow for an appeal procedure on amendments <br />deemed major by city staff and discussed a more detailed list of what types of amendments would be <br />considered minor or major in nature. <br />October 20, 2009: The Planning Commission considered the final version of the ordinance as discussed <br />at previous work sessions. A public hearing was held with no public testimony given. The commission <br />voted unanimously to recommend approval of the ordinance as drafted by staff. <br />Financial Impact: None <br />Explanation: The City is requesting a Zoning Code amendment that impacts Chapter 7 of the Zoning <br />Code. Specifically, the new code would create standards for amending previously approved planned <br />residential development and planned unit developments. The amendment as drafted provides two <br />possible means to be granted approval: 1) administrative procedure or 2) Planning Commission & City <br />Council procedure. This is also termed either a minor or major amendment. <br />The draft ordinance responds to the comments and discussions that occurred at Planning Commission <br />work sessions held in July and September. Adoption of the attached ordinance would create new <br />Zoning Code Sections 7-110 and 7-260, which are essentially identical except that 7-110 applied to <br />Planned Residential Developments and 7-260 applies to Planned Unit Developments. <br />Costs and Funding: Not applicable <br />Janice Gundlach <br />'City Planned <br />
