0 <br />Wr city that mks Mir you <br />Memo <br />To: Dean Lotter, City Manager <br />From: Sandy Breuer, Director of Parks and Recreation <br />Subject: Consideration for FSC Roof Basic Services <br />Date: October 21, 2009 <br />Background: <br />The Family Service Center (FSC) roof material was installed in 1994 when the building was <br />constructed. In late 2009 the roof will be 15 years old and has shown consistent increases in <br />the amount of leaks taking place each year. All warranties for the roof have expired and the <br />increases in repair costs are difficult to endure in the Family Service Center operating budget. <br />The renovation of the FSC roof has been scheduled in the 2009 capital improvement/non-fleet <br />replacement program. <br />Previous presentations to the council have been made as shown below: <br />Worksession: January, 27, 2009 <br />Worksession: May 4, 2009 <br />Worksession: June 23, 2009 <br />At the direction of council, staff has worked with Inspec to complete a Pre -Design Study of <br />current roof conditions presented at the June 23rd worksession. The study found multiple <br />issues with the roof and concluded the following: "The City would be best served by replacing <br />the roof membrane." <br />The replacement of the roof has been postponed due to many circumstances including a hold <br />on the capital improvement/non-fleet replacement program and the vacancy of a tenant. At this <br />point, no opportunity exists to replace the roof in 2009 however work could be done to ensure <br />best pricing and a speedy construction process in 2010. In speaking with Inspec, their history <br />has shown that the best time to bid roof projects is mid January through early February as this is <br />when contractors are the most "hungry" for work. If the city wishes to take advantage of the <br />bidding climate and reduce the cost of the replacement, some amount of work would need to be <br />done before winter weather arrives. Inspec recommends the city move forward with design <br />services and construction documents by mid November in order to be prepared for bidding in <br />January/February. A proposal for the services above is attached. <br />Staff was directed to look into the viability of a potential new tenant wanting a third floor addition <br />to the FSC. Both CTV and Ramsey County Library have expressed that they are not interested <br />in a third floor expansion. <br />LComci1/rcpocts/2009/Parks and Recreation/Works cion 10.27.09.doc <br />
