City of New Brighton Police Civil Service Commission <br /> Commission Meeting Minutes <br /> 20 April 2009 <br /> Attending: Commissioner Mann, Commissioner Ketola, Commissioner Kerns, Assistant <br /> to the City Manager Johnson, Director Jacobson <br /> Roll Call/Call to Order: <br /> At 5:01 pm on April20th, 2009, the Police Civil Service Commission meeting was called <br /> to order by the Chair, Commissioner Mann. All Commissioners were present. <br /> Approval of Minutes: <br /> Commissioner Kerns motioned and was seconded by Commissioner Mann to accept and <br /> approve the minutes from the previous meeting of May 27, 2008. The motion was <br /> approved unanimously. <br /> Review of Civil Service Rules <br /> Director Jacobson reviewed the Civil Service Rules and Regulations for the <br /> Commissioners to include the scope of employees covered by the rules (all licensed <br /> officers with the exception of the Director and Deputy Directors). They also discussed <br /> the duties of the Commission in hiring and disciplinary matters and their use for appeals <br /> of discipline for Veterans. Commissioner Ketola asked about our experience with <br /> deployment of police officers in military operations. Assistant to the City Manager <br /> Johnson described the process and procedures used in the deployment of Officer Hyland. <br /> Old Business <br /> None <br /> New Business <br /> Director Jacobson discussed the application for two police officer positions via the <br /> pending COPS grants. Dependent upon the results, the Commissioners may be asked to <br /> assemble to review a hiring process. The Commissioners were also advised that we may <br /> have an opportunity to hire police officer candidates from our Police Reserves via the <br /> Exceptional Hiring Process. <br /> Adjournment: <br /> Commissioner Kerns seconded by Commissioner Ketola motioned to adjourn the meeting <br /> at 5:23 pm. The motion passed unanimously. <br />
